most people are not going afk for the hats there going afk for the 9 rings or the other items you get for free like the suger stuff and beers and party items. people want titles and events are the easiest way to get the Lucky, Unlucky, sweet tooth, Party animal, and drunkard.

I am highly amused by the number of people arguing it is just a festival hat and it means nothing yet are jealously guarding them because they were there on the day and you weren't.
If they don't matter, and let's face it, they are just a bit of fun, why not let others have them?
It would seem simple enough that previous years' hats be available from an NPC at the events in exchange for X collectable items, much as they are at the Dragon festival. That way you still have to attend the event and you still have to put some work in to get them, especially if you want more than one hat.
If that wicked hat ever becomes available again my ele will have elite Cantha inside a week.

I think it's a tad bit greedy on your part to want to take those few useless but cool items that can actually be called "exclusive" and make them just another lame item that everyone ends up griping about how common and useless they are (read: minipets).

they already did that with the BMP. Get in on the deal, get your stuff....if you didn't make the requirements too bad.

Oh...we're going to sell the BMP in the in-game store for $10 so everyone has a chance to get the same weapon skins.
Buh bye BMP weapon exclusivity.

Yes for CNY and Dragon Fest, and possibly Wintersday. But for Halloween you don't get lucky/unlucky points, nor do you even get any treats for simply attending the festivities (you have to do emotes if I remember correctly). I think in Wintersday they have the presents drop customized, so you don't even get the sweet tooth/party animal points for that once they decustomize and the vultures get them. So the only reason to go AFK during Halloween or Wintersday is to simply get the hat.

If they don't matter, why bother making a fuss over it?
If they have no AL, how can they be useful?

I didn't get into Guild Wars until after Nightfall came out, so I missed the cool Dragon masks, the witch hat, the Tengu mask, et al. You know what? Good for them. I think it's a good thing that there are some things in a game that they make unique, like the masks at those festivals. As was said before, it shows that people were around at that time in the game's history, something they share with others in the game. The only people crying for the hats didn't care enough about them when they were handed out and just now want a cool hat for themselves, or weren't in the game at that time, and think everything that ever happened in the game should be available to them. Sorry, they aren't bringing back IWAY, and they aren't bringing back the hats.
And PLEASE, I don't want to see another a$$hat use the "military" argument for the hat. I did that for nine years, and the last thing I gave two turds about was getting a stupid hat on a video game. If you have to use that argument, you have no CLUE what you are talking about, and you are really grabbing at straws.

... Account theft anyone?
Just do what I said, add a NPC to each event where, during that event, except for Canthan New Year (as that hat is the same every year), for 250 trophies (hard to get/rarely used such as Molten Claws from Titans) and 1k or 5k, you can choose ONE customized hat from a previous year.
250 of an item, that changes every year, every event, and 5k would keep many of the older hats valuable, especially since you only get 1 week or so to farm/buy the items.
Everyone wins that way, people have more chances to get the old hats, but it won't be for free, therefore a balanced exchange for "not being there."
Yes? No? Yes, thought so.

The alternative is to treat the hats exactly the same as a real life piece of memorabilia.
I go to see a band live they give out tee shirts signed by them and I get one.
Its my choice to keep sell or give it away.
So revert to the original way hats were given out ie the character that's there gets a hat.
Remove the festival hat npc.
Players get one hat per character that attends the appropriate part of the event.
The hat can be worn by any of their characters and can be given away or sold to others.
Players could if they wished spend the entire day getting hats for all their characters and then selling all but one of them, I don't think this would be a problem.
Besides I would love to see wts santa hat 100k + ectos

The hats just gather dust in my storage. I wouldn't really care if other people had access to the same hats as me. They hold next to no value.

NO.
Accounts are PERSONAL AND NONTRANSFERABLE.
You can't even let your little brother log-in with one of the characters of your 36-character account.
Breaking the rules is NOT an option.

Okay 1 thing i would like to have happen is for the folks that DID get the hats, "Yale Cap for example" And ended up deleting the hats for more storage space "since was before all the extra bags in our storage"
Yes i was 1 of the idiots that deleted it, So my screw up, But i'm not whining and crying over it, Not the end of the world for me or anything else. But i would like to have it back. Because i been around since the 1st Halloween Event they had.
Now some or most of you may go, Boo-Hoo your lose, Shouldn't of deleted it. Well you are 100% correct, But it is just a hat like some have said here already. But would like to show yes i was here for all this.
So I'm not saying to give the access to everyone that wants one. But to those who was there but didn't have keep it due to whatever reason they have for getting rid of it.

Meh. Not so enthusiastic about hats. Although I was hoping to get the dragon hat. Oh well. I can deal with it.
